Why do contacts see me on FaceTime when I put them on paused?

Pausing FaceTime temporarily stops transmitting video. So if the contact sees you, it would be as a frozen image from the time the pause started.
Of course, the contact can still hear you during the pause unless you took a specific step to avoid this.
