Cannot resize Mail Preferences window

When I access my Mac Mail Preferences, the window is roughly 2 x the screen width. I cannot drag the corner (any corner), and the Green Full-screen button (top left corner) is disabled. It's REALLY annoying that I have to drag the window left/right across screen to see the contents of the window.

How do I resize the window?!
