I can't add a card in wallet for Apple Pay

I've bought a new phone (iphoneX) and I would like to set up Apple pay. When I open the wallet app I don't see the plus ➕ symbol to add a card. I have the latest IOS, my device is eligable and I'm logged in with my Apple ID. And my region is (Ukraine) where Apple pay is supported.
