Mojave stuck on loading screen after update. MBP 2016 touchbar

Hi

I have run the Mojave installer mutiple times, and every time the loading screen displays, the progress bar gets to 100%, but the laptop never gets to the log in page. I have randomly been able to access safe mode (safe mode reboot does not work).

Spent 4 hours at the genius bar loading Mojave from external disk and the apple store network. Same outcome.

Tried renaming mbr_cache in terminal, no dice.

The couple of times safe mode has started, Mojave is running, so the install has worked it seems. Unable to install HighSierra.

On the road for a couple of weeks and no access to time machine. Target drive mode works as a worse case, ie very expensive external drive.

Have spent days trying to resolve. Help!!!!

Picture of where it hangs (I have let it run for 20+ hours)

This is solved by starting in safe mode and renaming the etc/sysctl.conf file. If safe mode can’t be accessed you can perform via terminal in recovery mode.
