macOS Mojave no longer supports W8.1, even if your model does. If you need to install W7/W8.1 and your Mac model supports it, use a macOS version which is compatible.
macOS Mojave upgrades (aka fly fishing kits for the trout) should be bought with care and after diligent research. 😉
You don't. You follow the instructions and install Windows 10. If you want to install Windows 8 use a virtual machine like Parallels, Fusion, or VirtualBox rather than Boot Camp.
Install Windows 10.

I understand your frustration. I use a 2016 Mac running High Sierra and W10 as a VM at a major corporation. Apple's hardware is indeed behind the 'bleeding' edge. But the bleeding edge is also the cause of the issue, it is just named Mojave. I run W7 on a 2011 Mini, which still runs Mavericks (10.9.5). I get nagged for Sierra+ upgrades every few days, but I close it and continue. Virtualization may be the path forward for many who want to run older versions of Windows.
It has it's own bag of security issues.

I have some really old stuff too. DEC Jensen and many 486Dx machines.

Bought new fundamentally obsolescent Macbook Air Retina 2018 for $1700 just to be able to update an app submission to the store, hoped to use as PC in place of 2013 Air for everything else. I know, buyer beware, but, seriously, 8.1 is not supported when major corporations are still on 7???
