Payment details

I am using the iPhone 6. I received a message that my card was declined. I am still using the same card wherever I shop. Please explain why can’t I make payments in the App Store.

When trying to download apps it is asking me to verify my payment method. I am putting in the correct details but it will not accept my card ? when downloading apps it is asking me to sing into my Apple ID, then sending me to my payment method, once I have done this a message pops up saying that payment has been declined but the app dosent cost anything and I have money in my account ? Can someone help me please
