Problem solved . . . It was my stupidity. I had a second desktop opened which I didn’t know about. This second desktop doesn’t have the top menu bar. Once I closed it, the main desktop had the top menu bar intact. I appreciated your ideas this morning: They led me to the solution.

Thanks . . . I guess I should have been more specific. It used to be that the top menu bar contained drop downs like 'System Preferences', 'File' etc. Those have disappeared. I can't, for example, do 'File Save As' (for example to convert a .pptx to a .pdf.) It also had a drop down for 'System Preferences'. Now, it is not there.
Try restarting in Safe Mode then restart normally.
Use safe mode to isolate issues with your Mac - Apple Support
Check System Preferences > General and make sure "Automatically hide and show the menu bar" is unchecked.
Welcome. Do you mean in all apps or a specific app?
It seems in all apps . . . but certainly in Word and PowerPoint.
Are you running the apps in Full Screen? What happens if you move the cursor all the way to the top of the screen?
Nothing happens I'm afraid. The left side of the top bar is simply empty; the right side contains all the other drop downs I have (Evernote, Dropbox, volume controls etc.
