Can't sign in to iCloud as already signed in

I'm struggling to sign in to iCloud in System Preferences on my Mac. Every time I try I get a message saying that my account is already signed in to iCloud and "To use this Apple ID as your primary iCloud account, delete it from Internet Accounts and sign in again."

But when I open Internet Accounts I find there are no accounts added. I don't have my iCloud account set up with Mail but my 4 other Gmail addresses are all set up there and syncing properly even though they don't appear in internet accounts or in Mail preferences under "accounts".

I've tried restarting and safe booting neither of which make any difference.

I have a MacBook Air running 10.14.

Are these mail accounts configured as IMAP account or as a pop account , and related to same internet service provider or do you have switched to new isp , in your first screen shot if you tap google and click on plus sign can you add the mail account by entering its gmail address and password , same with iCloud account .

In your system preferences - iCloud what is the status of keychain and can you see option button in front of it .

But this is the issue - when I try to add my iCloud account I get the message that I'm already signed in and the iCloud account already exists. It doesn't matter where I try to add it in System Preferences, "Internet Accounts" or "iCloud" it just refuses to accept it as it thinks I'm already signed in and that the iCloud account already exists.

If I try to add the iCloud account directly to Mail it also doesn't appear (although it doesn't give any message here) and if I try to add it to Messages it says it's either the wrong username or password, which clearly it isn't as I logged in here with my apple id ok!

I have never faced this issue what you are experiencing , you don't need to go to system preferences and click on iCloud , the iCloud account and gmail account is connected to the server but deleted from your Mac , in the second screen shot click on cancel .

Then come to internet accounts - click on plus sign and then add the accounts .
