Why does Apple refuse to make it possible for IPad/iPhone users to delete Individual holidays from the US Holidays calendar in the native Calendar app? I do not want to download another calendar app.

Because Apple isn't going to mess around with the standard for subscribed calendars. If you're not happy with the holiday calendar, then unsubscribe from it and subscribe to one that meets your needs.

The international file standard for subscription calendars, which dates back to the late 1990’s, does not allow for end user editing. The content is in fact copyright to the issuer of the calendar, so of course the standard doesn’t allow editing of copyright content.
Subscribe to a different calendar.

It's a subscribed calendar. It's not possible to edit ANY subscribed calendar. That's the way calendar subscriptions work on any platform.
