Can I store my iPhone photos on iCloud and access them on my iPad without moving photos from my iPad to the iCloud?

I increased my iCloud storage to move all my iPhone photos and videos to iCloud and free up space on my phone. I don’t want to store the photos taken on my iPad to the iCloud. They are mainly screen captures and other things I don’t want to waste iCloud storage with.


However I thought I would be able to see all my iPhone pics/videos on my iPad through some iCloud Interface? Is that not true? Is the only way to do this is to enable iCloud storage on my iPad too? I thought by using the files app, I could do this but apparently it only is for non photo files unless I explicitly save a photo there.

Also I no longer have a My Photo Stream on my iPhone. Just All Photos. But I don’t see any recent photos from my iPad in that photo album. I wonder if that’s because the iPhone is still transferring everything to the iCloud? It’s been doing that for a couple days now and still at 51%? I just enabledUpload to My Photo Stream, but I dont see it on the iPhone yet. i used to have Photo Stream folder, I wonder if it got disabled when I turned on iCloud photo storage?
