I am trying to reinstall El Capitan on a used 2009 21.5 iMac. I am asked my Apple ID and password, which I give, I then press continue where it goes to an "Error setting up iCloud", then back to sign in again. I am stuck in a loop.

You are welcome. I have always found it better to skip that step and when it finally boots, I'm usually logged into iCloud.
Are you booted into the Recovery Partition when this is happening? Is this after the reinstall when going through the setup process? If so, and you are at the iCloud setup screen, do you see an option to skip that step?
That is what I eventually did. I'm still not sure why that happened but going around it was the solution. Thanks for your help.

There is no skip option only sing in and forgot password. I don’t know what to do now
