Control TV volume with IOS remote app

I have an appleTV 4K and would like to use the remote app on my iPhone to control the volume on my Samsung 4K TV. The HDMI-CEC is enabled. I can turn on as well as turn off both the Apple TV as well as my TV using the remote app. How can I control the TV volume as well?

Only a receiver can control volume via HDMI CEC, the TV volume is done via IR (which is not possible via iPhone)
