I sent four pictures to someone and instead of saying delivered it said sent via iCloud. that person could not view the pictures. this does not happen all the time or to everyone I send multiple pictures to. can someone tell me what this is.

Okay I understand all that. But what I don't understand is why does it only do it to a couple people and how do I stop it completely?
I sent the same four pictures to one other person and it went iMessage and one went via iCloud.
Any ideas Will help. Tried sending confirmation pics & it sends in iCloud & the receiver can’t open them.
