In 2015, I created a shared album that I deleted in 2016 or 2017.
I have created a new shared album this October and the album of 2015 reappeared.
How can I delete a shared album for good?

While viewing a shared album, click the People button in the toolbar.
Then click the "Delete Shared Album" button in the panel.

Which system do you have installed?
I would first delete all photos from the album, and when they are gone, delet the shared album again using the delete command. That should remove all all photos, if you are the owner of the album. You cannot delete the album, if you are only a subscriber. use the device where you created the album, and the same AppleID.
If the album still does not vanish, check, if you have old entries in this folder in the user library:
~/Library/Application Support/iLifeAssetManagement/
The iLife applications used to store the photos from the shared albums and My Photo Stream there.
My Mac is on Sierra including all available patches.
Again, I have removed the sharing, but doubt that the deleted folder will not re-emerge at a later time.
Deleting things from the cloud usually has a grace period during which you can still access files before they are deleted for good. iCloud says that deleting can take up to 40 days before taking effect. We'll see.
I have now removed all invitations before deleting the folder, maybe this helps.

I did this when I deleted the album in 2016/2017, but the album reappeared after I created a new shared album a few weeks ago. How can I make sure that the album and its content are gone forever, never to reappear?
