There is no Apple Watch Xs, there is an iPhone XS not the same. However, to see the apps on the Apple Watch, press and release the Digital Crown and that screen will appear.

I finally decided to take my phone and watch to the Apple store to answer my questions. Not to my surprise, only one could answer my questions.
The “doc” is seen by pressing the side button. Turn the crown to view the content. Content is controlled by iPhone watch app.
All apps in watch storage are shown in the grid (icons on face) or in a bar listing. One accesses them by depressing the crown while time face is shown. YOU TOGGLE BETWEEN LIST & GRID BY PUSHING IN ON THE FACE!
One can only delete apps from view by using the iphone app. Such action will deleted them from watch storage.
“app favorites” in the watch app dictates those which are in RAM, although the picture as expressed was muddied between what is stored in memory (RAM) and what is in RAM. I took “app favorites” to be what is in cache vs what is in storage. Apps that are deleted no longer exists in any watch RAM.
I was told to use iBooks for user guides for watch, iphone. yada yada. I have not done this yet.
I would check the Watch app on the iPhone. If you are seeing the weather, then is it possible that is the last thing that you used? Go to Watch>General>Wake Screen, and check On Screen Wake Show Last App. See if that helps.
Okay, the 70 second is for tapping the screen, not for just a wrist raise. If you press the Digital Crown twice, what happens? It should go from the app you are seeing back to the home screen. What other troubleshooting have you tried? Hold the digital crown and the side button together until you see the Apple logo and then release. The Watch will reboot. See what happens then.
You're quite correct. My mind wanders a bit. My trouble is restoring the Apple Watch Series 4 face view of my app icons. Depressing the side wheel on the watch always takes me to weather info.
There is something that needs modification. I can't find it on the Watch nor on the Xs iPhone watch app.

I'm sorry, your suggestion did not help. "On Screen Wake Show Last App" is shown when I have "wake screen on Wrist raise" on. With that being on, the "On Screen Wake Show Last App" shows the detail options. "Within 2 minutes of Last Use" was checked. I checked "While in Session". That still results in the Weather app showing on my watch face when I depress the watch knob.
I cannot select no action with regard to "On Screen Wake Show Last App". If I turn off "Wake screen on Wrist Raise", the result is the same.
I also changed the persistence of the watch face to 70 sec. That was not communicated to my watch. So there seems to be another action required.
Thanks for you help, but I still have the problem. I cannot get the app icon array to show on the watch face.
