I can’t access control panel on my iPad 2. It is updated and I have tried restarting without success. When I swipe up from the bottom, nothing happens except occasionally it shows all my open apps as if it was a double click on the home button

It's moved in iOS 12 (and it's not an iPad 2 if you've updated it to iOS 12), you now swipe down from the top right-hand edge of the screen to access Control Centre.
And for the apps, you swipe up and then pause before releasing the screen to show them.
