3D Touch malfunction on iPhone xs Max

Q; I have purchased iPhone xs max last October 28, but when I got home I had noticed that the 3D Touch

is malfunctioning, when I go to settings and turn the 3D Touch ON it completely stop working, but

when I turned it OFF it was working on Live Photos that I had made, but not on the pre installed live wallpaper.

I do hard reset > set up as new > restore from back up still doesn't work 😟.

I hope this is just a software issue and can be fix by updates 😟
