Signing in to App Store for first time

When I try to sign in to the App Store with my Apple ID it tells me that it's my first time using App Store on this device. It then tells me to review my account. When I click review it then brings me to an error page. This has been happening for numerous days now. How do I successfully sign in to the App Store so that I can download apps?

contact iTunes Support. Either use the form or scroll to the bottom of the page in the 2nd link. Follow through the screens to get a chat or telephone option.
