Connecting to Personal Hotspot gives "self assigned IP address"

Mackbook Air wont't connect to Personal Hotspot, giving the above error message.

The MacBook connects perfectly OK to my Wireless router, but not to my iPhone Hotspot.

The WiFi connection on the Mac sees the iPhone, but connects to this "self assigned" IP address.

Is this a problem with the MacBook, or the iPhone?

Happened to me and was solved by turning roaming data on then turned it off after i connected and now it works very well.
