I am interested in buying an iPhone Xr in USA for personal use while visiting the country. However, I do not see the SIM free option when placing an order at apple.com. Is there any way to buy an iPhone Xr in USA now, which would work fine (as designed, model A2105?) in Russia with local carriers?

Buying a phone from a country other than the one where you intend to use it is a bad idea. The warranty is only valid in the country where the device is originally sold. You probably wouldn't even be able to get out of warranty service for a US phone in Russia even if you were willing to pay for it.
