If I were to purchase an iphone legally through a police auction, or a liquidation service, and have proof of purchase of the device from either the police auction or the liquidation service, can it be unlocked if it is activation locked or icloud locked?
In general Apple will only unlock it for you with proof of purchase from them directly or an Authorized reseller. A police or liquidation sale is generally neither.
You can of course try it and see what they say, but be aware they may not unlock it for you.
Yeah, police auctions do sell a bunch of locked iphones, and they do it generally for parts, because they don't know/can't themselves unlock the phones, and generally i've heard, people other then the original owner can unlock the phone if they do have proof of purchase, and ownership transfering

Not sure, but I don't think so.
Only the original owner, bringing a proof of purchase (receipt/invoice) can go to an Apple Store and ask to remove activation lock from his/her iphone.
The problem could be: can a police auction or a liquidation service sell a locked iPhone?

yeah, definitely might be worth the try. I just don't want to heavily invest in a $100 phone that is locked and cracked for it to be rendered useless because of the activation/icloud lock
