locked iphone device purchased legally

If I were to purchase an iphone legally through a police auction, or a liquidation service, and have proof of purchase of the device from either the police auction or the liquidation service, can it be unlocked if it is activation locked or icloud locked?

Yeah, police auctions do sell a bunch of locked iphones, and they do it generally for parts, because they don't know/can't themselves unlock the phones, and generally i've heard, people other then the original owner can unlock the phone if they do have proof of purchase, and ownership transfering

Well, this thing is new for me.

But yes, give it a try contacting your most convenient Apple Store: Apple - Find Locations - Location Selector
