Is it possible to posterize time like in After Effects

Is it possible to posterize time like in After Effects. I am trying to create a synthetic stop motion effect using Motion 5.

… not familiar with AE, but have you tried Behaviors/Retiming/Strobe to 'stutter' time?

Another option to apply 'steps' into a smooth parameter change is the Quantize filter …
