iPhone not downloading all messages from iCloud backup

I am having an issue with my iPhone not downloading all of my texts/iMessages from my iCloud backup.


My icloud backup is showing I have 10.9GB of messages stored in icloud. My iPhone has only downloaded 2.19GB. I have tried logging in and out of iCloud, turning off the phone. Plugging it and connecting to WiFi. Nothing seems to let it download anymore from icloud.


I would really like to have all my messages back as there are pictures etc in the media section that I would like too.


This is after upgrading my phone to an iPhone XS Max. My old phone was fully backed up prior to restoring from backup on my new iPhone.

There's a difference between iCloud backup and iCloud sync. They both use iCloud, but they are completely independent. That screen is not showing what is in the backup; it is showing what is synced to iCloud by virtue of having turned on iCloud Messages sync by opening Settings, tapping your iCloud user name at the top, then iCloud. There's a switch for Messages that presumably is on, which causes your messages to be synced to iCloud. You can view them by logging in to https://apple.com/icloud on your computer.
