Can you get a student discount with the family plan ?
I have a college ID but I was wondering if I could get the family plan and still get the student discount

No. Either get the student discount, or get a discount from a family sharing group, or get the regular price individual subscription. And only the Individual subscription has a year commitment option at a discount.
If you join a family group of more than three members, then the family sharing options might be the economical choice per share, if you can agree on the terms amongst yourselves.
