Cannot recover iCloud keychain on Mac after deleting it.

(Mac Mojave 10.14) I have always been using iCloud to store my keychains on my multiple devicesI lent my computer to someone so before it did it, I turned off my mac's password. The system then prompted a message asking me if i want to delete all the passwords stored in the MacBook i clicked yes. Now I got my computer back I can't to recover the keychains from the iCloud but no matter how many times I turn on and off the keychain check box in my iCloud setting in my system preference. I can never recover the keychains in my Mac again. Every time I go check the passwords in Safari's system preference, it's always empty. Please help.
