Synced computers' photos to iPhone 6+ (iOS v12.1) won't let you delete and edit (beside duplicating) in iOS Photos app?

Yes.
The only way to remove the photos is to unsync them using iTunes. Deselect them when syncing or sync an empty photos folder in order to remove them.
You have to duplicate synced photos in order to edit them.
