How can I stop my photos uploading to cloud without deleting ones on my phone and in my cloud.

I have optimised phone storage on and I want to stop my photos from uploading to my cloud without deleting the ones on my phone and iCloud. If I turn on keep originals I don’t have enough space to download them all. I am stuck
