When i first purchased songs, they all showed up in my macbookpro itunes library, now some of the songs i purchased have a cloud next to them. Why is that? Aren't they on my device?

When i first purchased songs (entire cd), songs showed up in my macbookpro itunes library. Now some of the songs i purchased have a cloud next to them. I thought I had my cloud turned off. Aren't they on my device?

MacBook Pro, iOS 11.2, iphone 8

You cannot turn off iCloud for purchased content. Unhidden, undownloaded content will show with a cloud symbol. Either you've actively removed local downloads, not synced/transferred purchases. or content that was downloaded is no longer being recognized as such. See Empty/corrupt iTunes library after upgrade/crash if content has gone unexpectedly cloudy.
