Playing my Tunes on several devices

I am currently not able (for some reason) to see all the playlists on my mobile phone (iPhone 6) or iPad that I have on my PC. I am running Windows 10 Version 1803 and iTunes V12.9.1.4.. As far as I am aware both are the latest versions..One thing I may have just realised.. Do I have to pay/subscribe to have Icloud Music Library?

Yes.


You will get an iCloud Music Library with either a paid Apple Music subscription, or a paid iTunes Match subscription.
