I have deleted a contact from my phone, I have also followed the procedure to go in to messages and delete them from recents, however when i use the global search the one you swipe down to search the whole phone and type in this contacts name it comes up with ''call (persons name)'' when i click it it then calls them and there doesnt seem to be an option to delete this.
I have also tried wiping the call history, restarting the phone etc.
Ive gone in to the phone app as suggested in the last paragraph and under a section called ''phone shortcuts'' the person is there, next to it it has a plus button and if you click that it opens something to ask for a recording for siri, ive attached a photo, the bit im trying to get rid of is the ''call mason'' short cut, there is an edit button on the top right but its greyed out, the second image is how it appears on the spotlight search ''call mason''

is there no way to get this suggestion out of my phone? I'm trying to overcome an addiction and although i appreciate i can just turn phone suggestions off in setting this doesnt really help my scenario as i can just as easily turn it back on again!
Thanks for that update. This tells us that the Siri suggestion is definitely coming from your Phone app.
While there's not a way to delete a suggestion like this, you could disable Phone suggestions in Settings > Siri & Search > Phone. This would prevent any Phone app-related suggestions from coming up. This information is found in the resource titled Use Siri Shortcuts:
Turn off suggested shortcuts from Search, Look Up, or the Lock screen
If you don’t want to see Siri Suggestions or Shortcuts for a specific app, go to Settings > Siri & Search, then scroll down and tap the app. From here, you can turn off all Search, Suggestions, and Shortcuts for that app. Or turn off Allow on Lock Screen to remove suggestions for that app on the Lock screen.
Go to Settings > Siri & Search, scroll down and turn off Suggestions in Search, Suggestions in Look Up, or Suggestions on Lock Screen.

Removing the contact from your recents in Messages was a great idea, as was clearing your call history. Have you double-checked your FaceTime history and email inbox to see if there may be any older messages or calls reported there? You can check your FaceTime history by opening the FaceTime app and, if you need to delete a call, you can swipe to the left.
I'd also recommend double-checking your Messages app for any possible group messages containing this contact.
I've checked messages again and there is no sign of this person anywhere, I've checked facetime also and cleared facetime history nothing but still in spotlight search not as a contact just as a button that says ''call'' then the persons name, i cant message can only call and it rings straight away if i press this button doesnt go to a screen where i can edit contact or anything similar.

A few other points to consider; have you ever contacted this person using a third-party app like WhatsApp, or Messenger? If so, you may want to see if this person is part of the contacts in those apps. Also, do you sync contacts from any third-party services? You can check by tapping Settings > Accounts & Passwords.
If everything above checks out, you might try this test. This will help determine where Spotlight is finding that contact. Tap Settings > Siri & Search. Then, under the "Siri Suggestions" section, make sure that Suggestions In Search is off. Then, with it off, try searching and see if it still comes up with that contact.
If it doesn't, then switch "Siri Suggestions" back on. From there, go back to Settings > Siri & Search, and then you can adjust the settings for specific apps by tapping one in the list. In this case, try starting with tapping Phone and Contacts, and then disabling "Siri & Suggestions" on that next screen. Once disabled, try searching to see if it still comes up. This is meant to help determine what source that contact is coming from, and that information may help get to the bottom of this.
While there's not a way to delete a specific suggestion, there is one more setting to double-check. Try tapping Settings > [your name] > iCloud. There, make sure Siri is switched off.
