Image capture will no open, pop up state "Cannot open application because it is being updated"

High Sierra latest version on mini mac, cannot up date to new OS

Boot into Recovery Mode and choose "Reinstall Mac OS".

Attempted but will not let me rewrite to the hard drive. and I am currently running this version anyways
