You are opening a Pages v5 through v7.3 document with Pages '09, and the internal document architecture does not contain the index.xml file that is present in Pages '09 documents. Formally quit Pages '09.
If you have Pages v5 through v7.3 installed, then just double-click the same Pages document and it will open correctly.
The newer Pages documents from the mentioned version range are not backwards compatible with Pages '09 without a specific export to the old format.
Clicking the red traffic light on an opened Pages '09 document closes the document, but does not quit Pages '09, which continues to monitor for open document events, such as double-clicks. It will intercept these requests, and attempt to open any Pages document, even those that it cannot process.
Pages '09 v4.3 is dead on Mojave. No fix.
