I just purchased a new Series 3 watch, 38mm Space Gray Alum Sports band black, for my wife at Walmart online. When I opened the watch up all was sealed from Apple, but there was the charging cord and no ac plugin adapter included. The box has no provision for the ac adapter either, its not like it was just missing. Cannot charge the watch without one. Has anyone had this problem?

That is the technical specs for the original release of the watch. If you go to the current Watch page and click on the Series 3 and buy, then click on a Watch, you see this.

Yes, the meant to do it. Maybe they should change the current spec sheet to match what they ship. Under Power the USB charger is listed. As is the Air power mat sub note 4 available 2018. Better hurry!
Then share that with Apple. The fact is, the GPS only device does not come with the power adapter and Apple did that on purpose. Feedback goes here, https://www.apple.com/feedback/watch.html
The published date on Apple Support documents changes when they are updated too. There is no use in us arguing about the matter, since it will not change things. You don't like the fact that the watch does not come with the power adapter, then you can check with Walmart's return policy and return the device.
It's hardly "by design", more like another case of Apple doing the nickel and dime dance. The box the watch comes in includes an empty space for the charger. They removed the charger when they dropped the price on the series 3 GPS when the series 4 came out.
Take another look at the spec sheet. It was published on Sept 21 2018. Not at Series 3 launch. I am not disagreeing with what you see on the buy page. But the buy page is not a spec sheet. The two should agree, and they don't.
"By design" means "intentionally". And, yes, Apple intentionally left it out. You can let them know how you fell about it here:
Sales of the Apple Watch 3 do not include the power adapter, unless you purchase the GPS + Cellular model only. The fact that yours did not have a power adapter is by design.
