Suddenly can't download Apps with touch ID and always asks for finance then says error?

On my iPhone 8 which has been problem free since updating to IOS12.0.1 suddenly won't let me download new apps. It always asks for Apple password instead of Touch ID and then asks for verification of payment information for purchases even if none can be requested from that app. I press continue and am redirected to account settings and a message comes up "We've encountered an issue. Try again later. This has happened over several days so how much later?

I've tried switching the phone off and reloading. My account it set for PayPal payments. Can anyone help?
