Photos not downloading properly on iPhone after 12.0 update

when not in WiFi photos in my iPhone not downloading properly from iCloud. The photos are blurry. This happened after 12.0 software update

After turning on Photos in iCloud with the “keep originals”, I left my iPad connected to power and locked for a full day hoping that would speed up the download to iPad. After checking in after a day, it still says ‘Downloading 630 originals” so I left it plugged in and locked for most of another day and it STILL says “Downloading 630 originals”. It is not paused, because “pause” has always been right after this status message. I even rebooted the iPad and waited an hour and still no change. I do see all of the thumbnails in “All Photos”, so it has downloaded the optimized versions. How do I get Photos ‘unstuck’ on downloading originals?

Photos not downloading to new iPad Pro I have a new iPad Pro. My photos download to my Google Photos, my Amazon Photos, but not to my resident Apple photo library. I have a very strong wifi connection, the supplied power, and they haven’t loaded in 24 hours. Google and Amazon loaded in less than a minute. Everything is already in iCloud. What am I doing wrong?

Thank you for using Apple Support Communities!

I understand from your post that your photos show up blurry when you are not connected to Wi-Fi. Make sure you have Cellular Data enabled under Settings > Photos > Cellular Data > On. With Cellular Data on for Photos, your photos should be able to download on both Cellular Data and Wi-Fi.
