Need Help Removing Red Alerts Emergency

I just found that my pad has an email set up under the Red Alert Emergency.

I saw other posts on this but I do not that a profile or manage device option under settings/general.

I was able to go in under password and account and make it inactive, but I want it removed. I rebooted after I did that and deleted a weather app I had installed since most the posts said they got it that way...but still no luck. Please help
