iPhone Storage

Just a quick question.

1) If I backed up my photos in iCloud, will my phone storage decrease?

2) I understand that I am able to offload my photos so that the saved videos will be on a lower quality but I do not want that. Even if I transfer my videos to my laptop, the quality will be lower.

Is there any answers to my 2 questions?
