I am not proficient but tried as you say to be rid of photos in icloud but keep them on my device. My iphone xr seems to not have the ability to remove the old photos. It says it can optimize, and can keep photos on both device and icloud but I do not see a place to turn off before closing icloud.

I looked in on the cloud and there is nothing yet the photos are still om my device.
I hope it stays that way. I do have backups but getting then from external drive backup to the device will be challenging as I cannot paste them into the device as I could with Android.
