If I go to Settings-General-Review Downloaded Videos I can see a list of videos but I cannot play them to see if I want to delete them. I cannot tell what they are as they are just a series of numbers. If I click edit circles appear to the left of the video information but they don’t function.

Generally, you can only view the content with the App that was used to download it - as the video data is likely to reside within the App “private” data-storage sandbox.
Do you have any Broadcasters video player software installed (for example, BBC iPlayer)? If the App is removed from your iPad, associated downloads should also be removed - so, whatever the source, you should still have the required App installed on your iPad with which to review the content.
Hi, thank you. I now understand why I can’t edit them. Unfortunately they are just identified by a string of numbers so I don't know where they have come from. I can delete them by swiping left. I would have prefered to know what they are before doing this.
