my iPad is suddenly requiring a recovery key, but when I request a code in settings with my phone it doesn’t work. Any ideas? Thanks much!

Do you have 2 Step Verification enabled on your account? Is it requesting a recovery key or a verification code?
If you have 2 Step Verification enabled, you received a recovery key when yo enabled the account. You need to use that key. Review the article I posted a link to for your options.
2-step authentication, yes (unwillingly). It’s asking for a recovery key, but I don’t know how to get one - assuming it’s different from the code ...
