I like the Memories feature in Photos but, the one adjustment that is missing in Memories is the ability to extend each individual slide duration. Memories overall s very good, but it runs too quickly, I would like to savour each photo a bit longer.

For the time being, you may want to use a work-around. Make a saved slideshow project from the photos in the Memory. For a slideshow project you can adjust the duration and the timing of the transitions.
