If you were running a beta on the old phone, you can not restore a backup made from that device to a device that is not running the same beta build or higher. You will have to enroll the new phone in the beta program, install the beta, then restore the backup.
You need to read the information that was provided to you when you joined the beta program. It explains all of this.

iOS is not part of the backup at all. If you want to install a beta on a new device, you must enroll that phone in the beta program the same way you did the old one.
Backup from either iCloud or iTunes results in "backup not compatible with current IOS"
