You can log in to https://reportaproblem.apple.com to verify any and all charges made on your account within the last 90 days and raise an issue with them as well as request a refund.

If the e-mail DID NOT address you with your Full Name, it's 100% scam.
Apple has your details on file and will NOT address you with Dear Customer, Dear Client, Dear your-e-mail-address, or something similar.
