When I go to iTunes/Preferences/General.
The option for iCloud Music Library does not show.
When I go into File/Library the option to organize library is not available.
Also on my iPhone XS the option in settings to turn on iCloud library not available.
Currently running on the latest iOS and iMac is in OS X (El Capitan).
Please help.

You would only have an iCloud Music Library if you subscribe to either Apple Music and/or iTunes Match. Without subscribing to at least one of these, there is no iCloud Music Library in use, and you cannot use one.
