Can i cancel a pending ringtone purchase?

Ok,so long story short i bought a ringtone off the iTunes Store (XXXTentacion - BAD) wich was like 1$ and i only had like 0.30$ in my bank account.I bought it and it worked.Next day i had to update a game so i could play it and when i click update it says verification requiered and i go and enter my credit card info,click done and it says your payment method was declined (I can’t choose none option in the payment tab).When i went to the purchases it said and it still says pending and shows the ringtone,and i don’t have a refund option or something like that.PLEASE HELP it is really annoying.
