I have tried all of the recommended troubleshooting procedures, and I am still receiving an error message when trying to set a custom voicemail greeting. We do have a new carrier and this is an iPhone 8. Any other recommendations?
It reads “The operation could not be completed. (Com.apple.mobilephone. Error 1035)”

Since you didn't state what "the recommended troubleshooting procedures" were then do a force restart If your iPhone, iPad, or iPod touch won't turn on or is frozen - Apple Support if that doesn't help, you'll need to contact your new phone carrier, they a. need to be a supported iphone carrier that provides VVM and b. if they are you need to be provisioned to use it.
