Apple ID password reset

I have an almost new iPhone X that was locked due to too many tries at entering the password. While attempting to reset it using Apple ID, that password was also locked. During 4 separate calls with Apple support, I followed all of the procedures for getting the password reset. The "iforgot" website now tells me it will be 24 days before the password can be reset. I have confirmed that with a "senior supervisor" at Apple support. I can't believe there isn't some way to reactivate this iPhone without having to wait 24 days. There is currently no other active device using that Apple ID. Does anyone have any other ideas?
