why does mouse move slowly?

You can speed it up in

system preferences- mouse

you can set speed, gesture, etc.

It could be any number of reasons, the first thing to check is the Mouse settings in System Preference. If they are set how you like it then reset the SMC 2-3 times back to back and then retest.
