Apple ID

Why my payment method is declined by iTunes and AppStore? I tried to download app and it said payment method was wrong because I moved to another country. I tried to change region and “you cannot change fromtstore information at this time”. So I created new Apple ID with current region but still they decline my payment method every time. It’s so frustrating I can’t download apps I can’t update. Please help me
