Hallo,
used Dr. cleaner for a few weeks then purchased Pro. Few weeks ago it corrupted and I was sent a work around which worked initially but since then I've had to uninstall and reinstall a few times. Now I'm sent a download but nothing works. At the moment £20 down the drain. Can I "re-purchase this fro free"?

Consider it money lost on an absolutely worthless piece of software.
Never, ever, use any app that claims to clean or speed up your Mac. Cleaning apps in particular are known to remove system files. This may be some of the reason you can't download things. Dr. Cleaner has possibly destroyed portions of the OS.
Make a full backup of your Mac. Remove the garbage software in question. Reinstall the OS.
Maybe your Mac is trying to tell you something. 👿
But in all seriousness, you don't want that app, or any like it. Forget you ever purchased it. If you can, get a refund.
Less than worthless. And, one should probably never install any software that begins with "Dr.".
